By 17 October in the animation, cyclonic motion is diagnosed in the TPW fields between 60<sup>o<\/sup> and 70<sup>o<\/sup> E Longitude.  By 18 October, an invest was declared.  The toggle below (imagery from the <a href=\"https:\/\/tropic.ssec.wisc.edu\">CIMSS\/SSEC Tropical Weather Website<\/a>) shows shear values, Sea-Surface Temperatures, and low-level convergence and upper-level divergence.  Shear values are favorable, and a good divergence\/convergence couplet over warm waters is apparent.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><a href=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2023\/10\/BaseMapInvest_shear1430UTC_19October2023_SST_Conv_Divtoggle.gif\"><img loading=\"lazy\" decoding=\"async\" width=\"1507\" height=\"1141\" src=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2023\/10\/BaseMapInvest_shear1430UTC_19October2023_SST_Conv_Divtoggle.gif\" alt=\"\" class=\"wp-image-55270\" style=\"aspect-ratio:1.3207712532865907;width:1086px;height:auto\"\/><\/a><figcaption class=\"wp-element-caption\">Infrared Imagery, 1430 UTC on 18 October 2023 overlain with 850-200 mb wind shear values (1200 UTC on 18 October) toggled with a sea-surface temperature analysis and low-level convergence (yellow) and upper-level divergence.<\/figcaption><\/figure>\n\n\n\n<p>Metop-B overflew the system shortly after 0500 UTC on 19 October (<a href=\"https:\/\/manati.star.nesdis.noaa.gov\/ascat_images\/arch_25km_METB\/AS2023292\/zooms\/WMBds196.png\">link<\/a>) and a closed circulation was apparent near 11<sup>o<\/sup>N, 63<sup>o<\/sup>E. Imagery and winds derived from FY-4A, below, (from <a href=\"http:\/\/rsapp.nsmc.org.cn\/geofy\/?i=23&amp;isPlay=false&amp;speed=2&amp;sat=fy-4a&amp;pro=geos&amp;type=full_disk&amp;band=1&amp;overlay=&amp;x=-4292824.756436778&amp;y=1324170.227821627&amp;z=4&amp;area=1&amp;ll=0&amp;county=1&amp;duration=36&amp;interval=1&amp;c=false&amp;cp=0.5&amp;st=&amp;et=&amp;ac=&amp;hide=1&amp;s=1\">this NSMC website<\/a>) show strong diffluence above the developing system at 1200 UTC on 19 October. The SAR wind analysis, below, shows a well-defined eye structure at that time to the north of Socotra Island.
