Saola was very strong just east of the Philippines before weakening on 27-28 August, then strengthening again as the storm slipped between the Philippines and Taiwan. The relatively dry airstream is highlighted <a href=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2023\/09\/comp20230828.000000_tpw_toggle.gif\">in this toggle<\/a> from 0000 UTC 28 August 2023.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2023\/09\/MIMICTPW_WPAC_20230823_0000_to_20230903_0000anim.gif\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"470\" src=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2023\/09\/MIMICTPW_WPAC_20230823_0000_to_20230903_0000anim.gif\" alt=\"\" class=\"wp-image-54291\"\/><\/a><figcaption class=\"wp-element-caption\">MIMIC Total Precipitable Water, 0000 UTC 23 August &#8212; 0000 UTC 3 September 2023; the semi-transparent rectangle at the start of the animation approximately overlaps the Himawari-9 domain shown at the top of the blog post (Click to enlarge)<\/figcaption><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>Deep-layer shear estimates (also from the <a href=\"https:\/\/tropic.ssec.wisc.edu\">SSEC\/CIMSS Tropical Weather website<\/a>), below, show Saola developing and traversing a region with relatively low shear values.
