The plume is first visible at about <a href=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2018\/04\/ABIB02-20180426_171719.png\">1717 UTC<\/a>, and it then streams southeastward over northwest Wisconsin. Areas immediately downwind of the refinery were evacuated due to air quality concerns.<\/p>\n<p>The explosion and subsequent fire was not sufficiently hot to be detected by the shortwave infrared 3.9 \u00b5m channel on GOES-16.
