The soil was moist across that particular region due to <a title=\"observed precipitation (14 Sep 2008)\" href=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/wp-content\/uploads\/sites\/5\/2008\/09\/080914_precip.jpg\" target=\"_blank\"><strong>heavy rainfall<\/strong><\/a> associated with the passage of the <a title=\"remnants of Hurricane Ike\" href=\"https:\/\/cimss.ssec.wisc.edu\/satellite-blog\/archives\/1034\" target=\"_blank\"><strong>remnants of Hurricane Ike<\/strong><\/a> 3 days earlier, creating an environment favorable for the formation of radiation fog.
