where: hh = hour (UTC)
m = minute flag (2 = 15 minute, 4 = 45 minute)
yyyy = year
ddd = Julian day.
for example: windtext_9042.2002087 is from 0415 UTC in year 2002, day 087 (28 Mar).
The files contain the following columns: STN YYMMDD/HHMM SLAT SLON PMSL SKNT DRCT
where STN = arbitrary station number
YYMMDD = year month day
HHMM = hour minute. Note that minutes are set to zero (for purposes of
plotting in NAWIPS)
SLAT = latitude (degrees)
SLON = longitude (degrees)
PMSL = pressure of mid layer (mb)
SKNT = wind speed (knots)
DRCT = wind direction (degrees)
