Update to plans for HimawariCast Support

GEOCAT will support direct ingest of HRIT files created from the HimawariCast data stream, thereby eliminating the need for a separate HimawariCast package to convert the data. This change will simplify and streamline processing of AHI data obtained from the HimawariCast stream. Note that proprietary third-party software from KenCast is still required to decode the HimawariCast stream.
GEOCAT will also support processing of Himawari data in HSD format, as previously stated.
